The tool that most luthiers use to replace a sound post is a long, slightly S-shaped one with a sharp point at one end and a cross-shaped piece at the other. You stab the post and maneuver it into position, and then use the other end to shove the top or bottom into position. I remember trying a number of makeshift tools, including a bent metal coat hanger, to try to position it.
I would put the bass flat on its back and loosen the tension slightly, and try to position the sound post using fingers and other makeshift tools.
Recommended places for the sound post is generally 1/2 to 2 inches below the bridge foot, in line with the foot. The closer, the more focused the sound, the further away, less focused.
