There is a delicate piezo strip beneath the saddle with very fine individual connections. Chances are there is a failure in the insulation at the end where it connects, which is apparently at the E string. You may want to take it to a tech to check out. If you have some experience you can remove the saddle (gently!) and try to reach the wire inside the bass underneath the bridge, to push it up gently to lift the entire saddle, assuming it isn't glued in and unrepairable, to try to determine the short and insulate it.

If all bets are off, I have a neat replacement pickup for acoustic bass guitars that sounds better than the usual undersaddle transducers anyway:
