Black stains on the fingers are normal with new strings, combination of sweat and string material causes this. A fingerboard is normally from Ebony (like "black" keys on a piano). Indeed, cheap basses are sometimes supplied with black painted fingerboards. Ebony is better because it's very hard wood which contributes to the structural vibration of the double bass. Any stringed instrument has a mechanical vibration (complete instrument) and an acoustical vibration (body). The ratio between the resonance frequencies of both physical systems (mechanical and acoustical) are determining for the sound of the instrument. You've bought a nice bass for this stage of your musicianship, play a lot on it, some day you will have enough money for the "real thing". But the real thing can only be played really by a real player ! So play a lot and practice!
