Sounds like the wood used on the bass was still green when it was built and dried out completely while in your posession.

But, it sounds like maybe the neck isn't bent that badly. I would probably remove the fingerboard, straighten the surface of the neck as best as can be done with a plane, then, put on a new fingerboard and plane it so as to have the proper relief under the strings.

I would recommend a very good non-Chinese luthier for this such as David Gage. Chances are you might end up spending some cash on this baby. What will be the next problem with this bass?

You might just consider buying a new or used European bass before you decide to repair this one.
