It is usually necessary to loosen strings a bit to allow a bridge to be raised. I would loosen a pair at a time to avoid taking too much tension off the belly of the bass, and in most cases only a small reduction in tension will allow you to raise the bridge. I have no problem lowering strings under pressure using the aluminum wheels on my adjustable bridges.
I've heard that the exotic wood adjusters made by Kolstein allow the bridge to be raised under pressure, but have no direct experience.
