Refinishing fingerboard/endpin problem

Dear friends:

The fingerboard on my bass is of mahogany or rosewood,painted black. What paint should I use,as much of it has worn off.

The hole where the endpin sits was reamed too large,and the endpin slants forward at a 10 to 15 degree angle. Also,the bottom block inside the bass is shallow. I thought tha I could shim the endpin by wrapping veneer,or a soft metal around it to form a tube. Any thoughts on the advisability of this approach?
