I would suggest visiting a local luthier and ask that he go through his junk box for a similar tuner- the Klusons and similar models used by Kay are in wide use.
The cloverleaf broke off one of my tuners, so I faced a similar challenge, and that's what I did, scrounged a half broken tuner plate from a luthier friend, gently pried the two U-shaped pieces holding the shaft in place, and installed the new one.
That's what I'd suggest.
