Too much neck relief

Hey guys, I have the opportunity to get a '76 Fender P-Bass that with a little work might sound great. There are many little things about it that could be fixed and (many things I wouldn't want to fix!), but the neck has way too much relief (relief is an understatement - this thing is like a banana) giving a string height measured mid neck of almost 1/2". With that kind of action, this thing is impossible to play. I've adjusted the bridge as low as it will go and backed off the truss rod as far as it can go without any affect to the neck. I've even loosened the strings and this neck is still bent. What can be done to this thing to straighten it out? I can easily bend the neck to where it should be, but it won't stay there. If the action can be lowered, this is going to a be a great sounding bass! Your comments please.
