:: Sounds to me like Intonation adjustment, has the bass been in and out of extremely cold and hot weather? Even so your new bass should not be acting out its aggressions on you.. I would suggest since the bass is new to take it into where you bought it and ask their guitar tech to adjust the intonation on the bass, if you have experience with intonation etc, then you may want to adjust it to your needs, but if you have no experience let a tech handle it, besides the bass is new. Also make sure your tuning on your 4th is no lower than a D tuning, anything lower may result in BUZZ. Also take your first finger on 4th string 1st fret, right hand finger on 12th fret now look down the neck along the fret lines, does your string appear to touch other frets?
Does you neck appeared bowed? if so maybe some trust rod action can be a quick fix, but I urge you to check the tuning make sure its at 440 and if it still results in BUZZ then take it in, they should have no prob fixing it for you, 15 minutes.
One more note, have you changed the strings lately? If so this to may be your prob with the buzzing.
