I do it with Cakewalk. Doesn't sound proper, but it works, so who cares? You might need to set the Windows mixer right first, eg. select Record All to record all sources of wave, syth, etc (coz I don't know which one it should be!)

Open a new project in Cakewalk.
Track properties:
Source = left or right AudioPCI record
Port = AudioPCI playback
Come back out and click on the R where it shows M S R (mute, solo, record)
Have your Winamp or whatever play the song
At the part you want, click the Record icon in Cakewalk (or pull-down menu Realtime > Record)
Stop Cakewalk recording
Change the Cakewalk tempo to a smaller figure (make up your mind before you do it)
Save as a normal Cakewalk file
The wave file will now be in C:programs\cakewalk\wave data\.
