Could be any number of things: bad or worn frets; old strings or warped neck. The neck is the easiest, just adjust the truss rod. The next easiest is new strings. The last and most expensive is having new frets installed. If the neck is straightened and the new strings don't help, take it to a QUALIFIED bass repairman (not a guitar repairman) and have the frets checked and/or replaced. If its anything else, it may be time for a new neck or bass.
