As others have suggested, a rental program would be good, or a rent-to-buy program would also be good. (My mom rented me a trumpet and a flute before I realized I was a bass player). I also agree with the used decent vs. the new cheapo. A new cheap bass can be discouraging to play.
If his hands aren't too small I would lean toward a long scale bass(34"). If he stays with the instrument he'll want a long scale bass within a year or two anyway. Good Luck.
