Well, for the most part I agree (nut width is an issue with small hands). However, if your hands are small ENOUGH (I'm 3'1"), the scale matters. With a 33" to 35" or more scale), the spacing between frets near the nut is an issue. Frankly, I don't like really skinny necks. Don't want a wide Precision (prefer jazz width), but my Beatle Bass is pushing it a little. Just thought I'd throw in an unusual view.

However, I think what you said about the fellow's friend going to the store to try different widths is right on. He may not need a short scale bass. Neverthess, Stanley Clarke likes 'em. :o)
