a decent entry level bass (4 string) would be a Fender Squire PBass. Get a good setup and it will do you fine. If you decide you hate the bass, then you won't have spent alot of $$$. About half of my students own one, and I am pretty impressed with the quality of these inexpensive basses.
As to your small hands, left hand technique can help you alot there, and allow you to play a normal scale bass without hurting yourself.. Find a teacher who knows how to teach using the 1-2-3/4 (third and fourth finger together) method, also knowing how to shift and pivot around your left hand thumb. I have some students with small hands and they are getting along fine.
