More frets will give you more notes on the high end. unless you plan on doing a lot of solo work, 20 should be enough.
Fretwire sizes are usually determined by the playing style (how you pluck) of the bassist and the musical style (jazz, heavy metal, funk, etc) of the player. Larger frets will last longer but will give you a different feel for the action than small or medium. The best way to find what you like is to try various basses that have various sizes of frets. No review will ever do better than hands on.
