Lie the man said below, the Metronome is the key. Play Rocco Prestia songs like "What is Hip" - a great exercise for picking even and perfectly balanced. Suggeest whatever you practice, you practice slowly at first unitl you have it absolutely perfectly, then start cranking up the metronome. You will see results in a week.

: Choppy two (or three) finger technique is a matter of lack of rhythm training. I had the same problem until I concentrated on doing EVERYTHING with a metronome. I didn't matter if it was scales or just going over differnet rhythms with one note. It just takes practice to get the timing right. Well worth the effort.
