Painting the neck doesn't sound like such a great idea. Your best bet is to get some wood stain and stain the wood to an ebony finish - that's what they do on the uprights. After that dries, you can coat the neck with marine epoxy or cynanoacrylate (crazy glue) - that's what the shops use.
You'll have to do alot of sanding to get it smooth.
