I'd recommend buying Vic's video... "Bass Day 98". He explains some of his stuff on there pretty well. I've seen Victor at a clinic also where he gave a similiar explanation.
Bassically... he uses an up/down technique with his thumb, where instead of "slapping" with his thumb on a string he goes "through" the string (letting the string below it catch his thumb, I believe). Then he is in the perfect position to come back up with his thumb and go "through" the string again. With that one up/down motion with his thumb, he can grab two notes. Plus if he throws in a pluck with his index and possibly middle finger... in one up/down motion he can get 4 notes. So his hand doesn't have to move very fast to sound really fast. He explains that he rehearses this so he can do these movements on any one string or a combination of strings.
Of course this is just the bassics of his right hand technique. The video goes into more detail.
