Hey there,
1) Well, it all started at the Jurassic Age, when proto-humans wanted to emulate the sound of the earthquakes and create some primitive grooves even the dinosaurs could dance to....
Seriously, though, if its the electric bass history you'd like to know about, then it all started when Leo Fender created what is known as the first electric bass, the Precision Bass, which was introduced somewhere around 1951. At that time, the instrument was such a novelty, every electric bass was called "Fender Bass", regardless of the actual brand. A few years later, another Leo brainstorm, the Jazz bass, maked its debut. For many years, these instruments were THE standard basses in every kind of electric music. There's a lot more about the bass history, but everything started with Leo's creations.
2) I'll second Skip's opinions on this one. There's no "best overall" amp, in abstract, but there's one amp out there that's right for you. The range of options is so wide (tube, solid state, hybrid, with or without effects, combo or head, head or separate preamp + power amp), you'd be better off after doing some research on your own.
