Hate to say this but, yes, if the relief on your neck is not even all over its lenght and width, your neck may be warped. Drastic and quick changes in weather conditions can play nasty tricks on your bass. I went through the same pain with the climate in my area (Buenos Aires, Argentina) and finally decided to switch to a graphite neck bass.
If you don't want to change your axe, though, take it to a qualified technician and ask him/her to straighten the neck AND install some kind of reinforcement. I've heard graphite bars accomplish this task pretty nice.
Yes, I know both solutions are expensive and painful, but bear this in mind: if your neck has warped, you have SERIOUS problems, and it requires either major neck surgery or a change of instrument.
