The direct out is also a pre-amp output. In general the difference between the direct out and the effects send is that the direct out mixes in the effects return.

From the point of view of what we've been discussing, you'd use the direct out to send the the signal of the master amp to a PA or recording mixer. What makes the XLR out special is that XLR cables are designed to reduce noise and signal loss in long cables. This makes XLR outputs to be especially well suited for connecting to equipment such as mixers that may be located far away from where your bass amp is on stage.
