..Yes it is. Bass makers come from all over the world. I can't make it this year myself, but there will be many makers and shops represented. Don't be afraid to make an offer. No one wants to have to take their stuff back home. Just don't let anybody beat you to it. Some don't get there the first day, so if you can only go one day, go the second day. The ISB website might have more information. Just a few of those who usually go: Kai Arvi, Kolstein, KC Strings, David Gage, The Pohlman's. You name 'em, they'll be there. If you don't find anything let me know, and I'll find one for you in your price range that you'll be happy with. You can see some of my stuff on AW Storefronts. Type in basses, you'll find me. I can send you pictures too.
