It's really hard to generalize on something like this...

Different instruments sound and play differently...it's not that their size is not a factor - but it's only one of many things that might affect what kind of character a bass has.

If you're an experienced jazz player, you probably have an idea of what kind of sound and responsiveness you're looking for. As far as what size of bass to get - that would depend more on your own physical attributes - how tall you are...what kind of string length seems best suited to the size of your hand...things like that.

If you're not that experienced, I would suggest getting something relatively inexpensive for now. Make sure that it's set up well...good bridge, proper adjustment, etc. - so that you have something to develop your playing with. The right strings can make a big difference (I like the Pirastro "Jazzer" strings myself - at least for the bass I'm using). Again, the ideal size is a function of your own physical characteristics.

Match the sound and feel of the bass to your musical needs....match the size of the bass to your physical needs.
