Most classical players, if they don't have a C-extension on their bass and have to play down to a C on the E string, will simply retune the E down to a C. However, to be quite honest, this is kind of a pain to do since the fingerings end up different, but it can be done.

Also, quarter tones are indeed possible, as they would be for any range on the bass. I hope your bassist has a good ear :)
