Hey Rich,
Yes it is fine to file the frets. However, it´s not something I would try yo do myself. If you're not qualified to perform repair jobs, save yourself several headaches and take your bass to a kwowledgeable repairperson.
Also, keep in mind that what causes your string to buzz might be the nut slot cut too deep. If this is your problem, post again and I'll give some valuable information I was recently given to cure this malady.
