The first decent bass I owned was an Aria hollow-body copy of a Danny Partridge bass, red, with a short-scale neck. It was of Japanese make, and not all that great, as far as I was concerned at the time. I wish I still owned it, though! Now I play a Godin A4 fretless, hollowbodied, but with no f-holes.
You can usually solve the probleme of feedback simply by stuffing the soundholes with foam rubber. As to the quality of the bass, and its price, I can't speak to those without seeing it. If it's a short-scale neck, it will have certain limitations. If you like the sound of the bass, and it is of decent quality workmanship, then $400 might not be too much for a late-model Aria. The one I owned was not so well built as the later Arias. Perhaps you should have a luthier look it over, and do a search for something similar on the web, just to compare prices.
