I've used the BOSS DD-5 with not too bad result. It's in metal and not to expesive, so it should suit your needs quite well. Unfurtunally no toe-tap settings though, but the knobs are quite big and easy to set even in darkness. (As long as you remember which knob do what and what settings you use).
I don't use delay-pedals usually though, so maybe someone else know of a better one (?)

: hey guys, i've been thinking for a while about using a delay pedal as part of my rig (i really like some of the ambient stuff you can do with it, e.g. tim reynolds) but i'm not sure what will work best for bass. i prefer stomp boxes over plastic break-prone stuff. also, does anyone know of a pedal that allows you to "toe-tap-set" the delay time? if i didn't explain that well enough, let me know. hopefully i can find what i want without breaking the bank :-). thanks for the help guys, take care, and live the music.
