It's combo of all the things you mentioned.
I get a piano-ie sound out of my bass when I crank the highs up and turn the lows down. Part of it comes from getting the real low end of the sound out. Also, if you've got 2 pickups, dial the sound in so it favors the pickup near the neck. Basses that have pickups real close to the neck (Rickenbacher, Gibson EBO, etc.) are famous for that sound.
Be sure you have roundwound strings (fresh ones). There is a distict difference between stainless steel and nickel.
The other thing that helps is if you "dig in" when you play. Don't finger the string down near the bridge. Instead, move your hand position up near the neck.
Based on the type of bass you have, you may need to experiment with different configurations of hand posistion, tone settings, pickup settings and even strings.
