Are you sure Vic has played with a pick, you might be mistaken with his special thumb technique. But I don't hang out with him everyday so I can't be sure.
Well, anyway, most of my listed players haven't become (almost) legends for doing what it takes. There are players who do "what it takes" thirteen in a dozen.
This is just my humble opinion, I admit.

P.S. I'm afraid Jaco won't be playing with a pick and not even fingerstyle for that matter. Let's take a moment for the loss of this great mucisian.
