If you're asking what the notes are for standard, 4-string bass tuning is, from the top (biggest) string, it's E-A-D-G (just like the first four strings of a regular, 6-string guitar). If you're asking how to tune your bass strings to these notes from scratch, just go to your favorite music store, find a salesperson and ask him/her to point you to the tuners. Then you can ask him/her to show you how to use it, then buy it. The bottom-of-the line ones are not that expensive and they'll work just fine for the stage you are probably at.
For standard tuning, the strings should be tuned to 440 Mhz and again, the salesperson will be glad to show you how to do this properly. Once you get your strings properly tuned, you can learn how to use the harmonics on the 5th and 7th frets to keep the individual strings tuned. Just about any experienced guitarist or bassist can show you how to do this, too. Good luck with your new undertaking. Hope that helps.
