I agree with Phyr that a P-Bass is not the best way to go. All of my students that start out with a P-Bass eventually have moved up to Jazz Bass configuration. Dean makes a very nice jazz bass that plays very well, and is priced very reasonably.
As far as amps go, I've found that you need AT LEAST 200 watts to be heard over a loud drummer. It make make sense to look for a used amp like a Peavey Combo 300. You don't want to buy an amp, only to found out you're stuck with something that's not powerful enough to do the job.
