Your local luthier may by used to working on cheap Chinese basses at this point since so many of them are being sold on eBay. My local luthier told me that he spends a great deal of time fixing up cheap Chinese basses that have been ordered by local schools. He also said that the carcasses of some of these basses are not that bad. The hardware and fittings are what need replacing and reshaping. I don't think he likes these basses particularly, but fixing them up is keeping him busier than he's been in years.
