Older Kays seem to go for around $1,600-1,800 these days, at least if they're in good shape and fully set-up. If there's set-up work to be done, you should probably try to figure out exactly what needs to be done and get it costed out before you buy. Take it to a good luthier and have it checked out - you can find a luthier in your area on www.gollihur.com. They usually know their local markets and can give you an idea of what instruments are worth, given their condition, etc.
Those three bows are also a big variable. Three bows could be worth anywhere from nothing to $12,000!!
The Schroetter - if it's fully set-up, etc. sounds like good value to me.
But the proof is in the playing...do you really like either one of these beasts? If you're just getting started, it would be a good idea to get someone who knows about basses to help you find something that suits your purposes - maybe your teacher.
