One of the ways the makers cut costs in producing lower priced basses is to use a thicker, more opaque varnish, to reduce the number of coats needed. And sometimes, as the varnish cures (and shrinks), there's cracking in the varnish at that joint. I don't know what type of instrument you have. Checking it out in the manner described in the other replies will tell you which it is.
