With low-end basses, e.g., Cremona, Kay, Engelhardt, etc. you'll find that setup makes a huge difference. I'm playing an Engelhardt M1 right now. I tried two at different shops on the same day. The first one sounded like excrement with strings. The second one was fantastic. Why? Because the second shop had essentially stripped and rebuilt the bass. They replaced the strings, tailpiece and bridge resulting in a fine instrument. I'm paying $1400 for it even though other places have it for $1000, but it would be at least $400 to bring it into condition comparable to what I've got.
