My guess it is a black colored finish of some sort to hide the non-black hardwood they used for the fingerboard. My guess is that removing it would not enhance the sound, and certainly not the look. You could always remove a little from the back of the fingerboard to see what's underneath.

Some ebony boards have a somewhat surface black stain on them to hide imperfections in the regular or madagassar ebony, or whatever wood has been used.
